Well yes, if you can bring the telescope TO lunar orbit than you are only looking down about 40-60 miles. A good set of binoculars might do the trick at that range.

But not from the earth nor earth orbit.

There's a link on that page that goes to official website of the folks who operate the satellite. Check out the high res versions of the landings including this one of Apollo 17.
