Hard to say. Who has expertise in the Submarine sims?
And... the question is not being specific enough.
The question should have included "...uncompleted"?

Wouldn't be a fair contest if the new dev had a good crack at it. Until the end, ie a finished product.

Do not over-estimate experience. It will save you some time, but also maybe get you going on the same (wrong?) road.

Nobody in the SH3 team had developed a sub sim before, or was really a walking encyclopedia of Submarine Warfare. But we learned.

MMMHHH...

I've visited their site...not bad. They could make a nice simulator, but the only sims are about aircrafts and helicopters...

Like Ducimus stated, no big publisher will get involved with a historical WWII sub-sim.

If anyone, Paradox might take a crack at it. They're are currently working on a naval game (actually, Turbo Tape Games; Paradox is publishing), but even that is stated to sacrifice some realism for gameplay (not a bad thing imho, but it's not what SH is about). And it also focuses on larger scale naval engagements, not the niche-within-a-niche that is WWII (or any era, really) submarines.

I guess there's Stardock as well, but I don't see them getting involved with naval games anytime soon.

Think there were some rumors going around about Valve doing a sub-game, but that was based on the fact that at some point in the distant past they worked on one for a bit. Not exactly compelling. And probably wouldn't be a sim.

And there's Akella. They do quite a few games that prominently feature the high seas... not sure how likely that is though. Their offering that comes closest, PT Boats, fell a little short of expectations, so they're likely burned on the genre as well.

Not a chance in hell Eagle Dynamics is even remotely thinking about submarines at the moment. Maybe Sonalysts could pull something off, but again I would expect something along the lines of Fleet Command/Dangerous Waters... never know though, they are far from out of the game.

Simulators need to go MMO so they can have many years of continuous development. I can just imagine a full blown WWII ground-air-sea battle sim with many people joining in.

This would be good for FPS or RPG's but for sub sims????

You would be unable to use time compression. Imagine having to play at 1x TC. Also logging in and out, after spending hours getting into position for a torpedo shot, the ship you where about to fire at decided to log out .

So I cant see how it could be implemented.

After seeing how EA has completely porked every IP they've gotten their hands on, they're the last publisher I'd want touching a sub sim.
amen brother.... EA totally trashed the nascar sim community after it obtained the rights to the nascar name in 2004 from sierra/papyrus and their fantastic nascar2003 sim.... EA came out with their version which was and still is a total farce and is more or less a bumper car mario kart game and nothing more....

so i wouldnt want them to touch a known franchise like SH either...ubi just needs to pull their head out of their ass on the next one...
