Scope question

I've looked up every option in TDW's options, and scope options file, draggables, etc. and couldn't find it. I'd like to know how can I do it, if I need another mod or something.

i did like this because i lose time when i am doing my explanation and my calculation will be not acurate... this is like chaeating... to play like this you not need any mod... just pause the game and move your scope... or you refer at the fact that i moved my scope from HUD? i moved from left to wright?... tell me in what tutorial you saw this and at what time?
