GWX 3 (Or Gold, both are the same thing) should allow this change.
Any Mods installed on top of GWX?

Try this, courtesy of UBI forums:

I think it's possible to manually change the voice setting by editing the main.cfg file in your career folder (My Documents>SH3>data>cfg>main.cfg)

Open this file in Notepad and check the value for 'VoicesLanguage':

[SETTINGS]
LoadingMovie=No
VoiceCommand=No
DisableMessages=No
EventCamera=Yes
TextsLanguage=0
VoicesLanguage=1 <- '1' is German, '0' is English.
KeybLanguage=0

However, if there is a problem with your sound files, your game might still crash! If so, you may need to try re-installing.

Yes I have other non GWX mod and some GWX mods in it too.

If the other cfg option does not solve the issue I will try unmodding and see if that works.

I can confirm that this option works for the English to German speech
