People's Liberation Army (PLA) began training 10,000 pigeons as part of a push to build a "reserve pigeon army" that would provide support to the military's conventional communications infrastructure in the event that war rendered its plethora of modern technology unusable.

On a serious note. Didn't the US pre-Iraq do a wargame , where the OPFOR forces went low-tech and beat the US. The generals got mad, so they changed the rules that the opfor had to use technology.....and the US won. I guess that doesn't look to good on the resume that you lost to a bunch of goat herders.
