Ok a friend of mine who speaks Russian read the article and says its talking about this:

The article is suggesting that Russia's missile defense radar didn't detect the launches.

Just read the article and it is from 2006 referring to the 2006 missile incident where they landed in the Sea of Japan. Therefore not hard to land them also into the 200 mile Russian economic zone. Therefore in that case it might eb quite possible that the launches didn't show up on russian radar as they were going in the wrong direction.

Xabba ... and TLAM ... thanks for the Russian contributions. It's a good point about the missiles possibly evading radar detection by the Russians, on account of their direction of flight. It's awfully odd that Kommersant chose to post the story on the website with the title "No War on Tuesdays" in early 2011. Very slow news week I guess LOL ... I see they have taken the story off their front page today, though, or maybe a new edition rolled out today (Sunday) anyway.

Like a Doppler Filter? Seems strange since an incoming bird might try to jam radars using the trick of rebroadcast of radar signal to give a false range reading.

With no Doppler filter they should have at least detected them once they reached the apogee of their arc.
