Ok a friend of mine who speaks Russian read the article and says its talking about this:

Just read the article and it is from 2006 referring to the 2006 missile incident where they landed in the Sea of Japan. Therefore not hard to land them also into the 200 mile Russian economic zone. Therefore in that case it might eb quite possible that the launches didn't show up on russian radar as they were going in the wrong direction.
