Well to prepare heli it may take up to 30 mins or even more depends on your alert state and RoE.
For torpedo to be readied it cant be longer then few minutes. So while i agree that launching heli should be in scripted response i think that torpedo is always faster response and in critical situations puts submarine in defensive position faster.
