No. It should be 60,000.
The Front Clasp wasn't instituted until April 1944. I reckoned that by April '44 players may have got 60,000 renown. The standard game lets you have it in September 1939. But that reminds me - I can perhaps adjust this in SH3 Commander so that it's really realistic.
