Just to be clear, I have no doubts that saving too close to port can foul things up when you try to reload the save. If you've done that and just the ships in the harbor are all burning, sinking, grounding themselves, or imbedded in some other solid object, then I wouldn't hesitate to say that saving too close and reloading was the cause.

I just know it's not the only reason you'll see ships burning and sinking in a harbor, because I've seen it and it couldn't have been the reason. And when I've seen it, it wasn't as though the entire harbor was fouled up. Which is why I just assumed it was an RAF calling card and not some big honking game malfunction.
