re-introduce predators into the population (not the movie).

Introduce wild tigers into metro areas.

Yeah, we can also declare war on Mars and get the military to send people there, so we can get the taxpayers to cover the expenses.

No one has posed a better method of reducing the population than the banning of penicillin.
