Hardly surprising.

No really hardly not at all even if you understand the psyche of tyrants or dictators. Once you understand them they become easy to guess. The little things that wouldn't irk a normal person could cause great aggravations to them. The answer lies in understanding psychopaths. Once past the shock of revelation that such kind people exist it becomes very easy to predict them. Lowly aspired, primal and primitive and most probably suffer from some kind of self esteem problem that manifest itself in superior complex. Shouldn't be hard to predict such creatures. They are not by all means a sophisticated people in essence. It's like predicting a cave man. You always know what a cave man wants. And you know how to deal with a cave man.
