http://www.navweaps.com/Weapons/WNFR_8-50_m1924.htm This site says the Surcouf carried 300 rounds per gun. Does that mean per barrel? Of course, being a commerce raider she'd probably carry mostly HE shells.

500 rounds = 250 per barrel...

ship spotted 12500 meters away, only the mast stick out of the horizon

Earlier this evening we managed to make a splash less than 100 meters from a line of 3 japanese destroyers.
Tried to make them pay attention to us - range 16500 meters...!

That fight would all depend on who spotted who first, and how they were spotted. If the I-400's planes spotted the Surcouf first, the Surcouf is finished, but if they spotted each other on the surface then the I-400 is finished.
