A few years back there was a big flap about how the TSA screener turnover rates were so high, and there was so much pressure to fill the positions that they were hiring people and letting them work while waiting on the background check to come in! I don;t know what the current procedure is, but knowing how mickey mouse the TSA operation is, it's probably still the way things are done.
