He either lied in the first case or he was lying in the second case about the first case. Either way he is a liar and as it happens he was lying about actions which were contrary to US law as signed by the US President which he as part of his job was sworn to obey.
So whichever way you look at it he is a liar and a disgrace to his uniform.
