Re your problem with W7 64, try to find and use the 4gb patch to be applied on the SH3 exe file.
IIRC, I found this tip somewhere in the LSH3 V5 thread in the SH3 Workshop forum. Everything works fine since then and also can be applied to other old games which have problem handling the 4Gb RAM. Sorry don't have the time to dig for it, but I'm rather sure it's in that thread.
