Your question doesn't make sense, by the way. There are plenty of options for raising enough money - why aren't any of those being used? For instance, why not just have a state income tax and the states pay money to the feds? The main reason I suspect that a sales tax isn't in place is because, when the Federal income tax was instated, we lacked the technological feesibility to enact a sales tax. Why isn't it in place now? You have any idea how hard it is to get things done in this country?
