Well, it's the person that makes the installer that decides on default install directory. User Account Control isn't nescesarily a bad thing, though it is a giant pita for people who don't know exactly what it is or how it works.

Long story short; UAC is the thingy that constantly asks "are you sure?" when you start a program. There's also a "permission" system and software in the "program files" folder is on a tighter leash. Running something with administrator priviledges should get around it, but it is generally advised to install games to a different folder.

I'm guessing it worked fine on XP? Some things you can try:
1. run the setup in a compatibility mode:
Right-click on the .exe for the setup and select "properties".
Select "compatibility" tab.
Mark the box under "compatibility mode" and in the drop-box select "Windows XP"
(Maybe tick "run this program as an administrator" as well)
Run the setup.

2. run the game in compatibility mode
Same as above, but with the game's .exe (probably something like "Enigma.exe"). Alternatively you can use the shortcut if the installer creates one.
May want to tick "disable desktop compostion" as well; it disables Aero for as long as the game runs. Aero often interferes with older games.

3. turn off UAC
On control panel, select "user accounts".
Select "change User Account Control settings".
Move the slider down to "never notify" and select OK.

edit: and of course install outside program files, see if that helps.
