Can't say I recall ever having one tube close while opening another and I'm running RSRDC w/RFB. I often open all 10 tubes with no problems. Are you talking Fleetboats here, or U-Boats?

I have to admit I haven't tried it with fleet boats, I've been trying to get a U-boat career under way with limited success. I have to learn that not all merchant ships are defenseless.
