O.K. after switching to Windows 7 it now looks like that:

Guess some wrong settings were holding it back on my old OS, though I haven't experienced any change in download speed or website access times since switching.

before you switched to win7 the download/upload speed was slower?

malware could be the cause of that. Malware doesn't come with fresh install of OS.

This is a US$30.00 subscription in a backwater cough cough I mean developing and deindustrializing country

And this is Morts US$9.70 subscription I must assume US dollar but if it is Euros well it's still way cheaper.

One habit in my country is to privatize state corporations that are having difficulties to foreign parties. There's now even talks of privatizing the management of the airport to foreigners.

I'm beginning to have a deep deep understanding. What we actually need to privatize to foreign parties is the govt itself

Umm I just tested my speed with Paris based server, there's nothing wrong with that is there?

I think since it's called the internet and because I hardly open any local websites I see no point in testing with local or even domestic server.

There is, the ping is huge and your indicated speed suffers a lot because of that.
