Yes they have, as have we. When we go to Mars we might land on one of the Moons first and set up a base.

Mars is the Grave Yard of the Solar System, only half the missions there succeed, NASA has had slightly better success than the Russians 65% of the US orbiters and 86% of the landers succeed.

Maybe Putin should go to Venus, the Russians put landers on it's surface. Putin would love the place, poisonous atmosphere, acid rain, high temperatures and a higher gravitational pull. It would remind him of himself!
