It is well a natural way to go to identify them,
first and can you not with those, who for various reasons can not be identified, so a memory place or ceremony is respected, for many of them relatives can go!

But it makes just as much sense if the word "dead" is eliminated altogether. Like I said, redundant. Live victims would be quickly identified. They didn't need to make the distinction on the memorial.
