After looking at the video again, the "UFO" is in all probability not a tanker type aircraft but a towed or self propelled target drone, so the F15 part of the video is probably from an air combat exercise.

Case closed.

Seems like China is showing off some new tech in response to the US being more of a presence in the Pacific. It all just seems like posturing is all.
