This is difficult sometimes. I've currently only got one radio/sonar petty officer. Is it possible to max the green bar?

What does having more green bar actually give you? Should I put my radio/sonar qualified petty officer on the radio if I'm on the surface?

When the bar is 100% green it means that compartment or duty station is operating at 100% efficiency. The level of efficiency in any given compartment depends on the number of men assigned to it as well as the current "quality" of the specific crewmen on duty there - experience, qualifications, fatigue levels, etc.
