Pretty much the same here.

I try and give just one qualification total for the officers and the same for POs per patrol.

I promote a random number(usually no more than three at a time) of crew who have reached the max experience level for their present rank each patrol.

Awards depend on whether we have sunk any capital ships or have had a high tonnage patrol.
