If you like WW2 surface combat, then one of the best ones out there is Warship Combat: Navies at War offered by Naval Warfare Simulations.
It is a pretty basic game, but it delivers what it promises. No fancy graphics or sounds. Just a simple tactical map for quick engagements for WW1 or WW2. http://www.navalwarfare.net/

Dangerous Waters for modern naval engagement. It's a sim. No fancy graphics either.

Pacific Storm: Allies. ALOT of management in this game, Turnbase with RT battles. I would choose arcade mode where its more RT battles than management. Management in this game is far too over the top.
