the above (or below) only applies if the icon is of a Uboat, a regular Anchor only is for fuel/that other option.

I have not been given the option to dock or refuel. The docking icon does not appear. Hitting escape key just lets me save or exit the game.

you cant dock there. It has to be the same spot you launched from. You can refit from there and go back out, but you miss out on promotion points by not ending the patrol.

After reloading the saved mission, I saw that anchor icon and was able to refit. Note you are not allowed to end patrol except at your own base.
