unable to turn on surface radar

I'm having the same issue. I got an upgrade for my salmon's conning tower to cut down the silhouette and had to re-purchase upgrades. But now when I go out on patrol the SJ does not function. It shows as installed, but cannot be turned on nor does it appear on the 3D model of the sub.

No solution for this? I've tried loading the save game from before I entered port but the same thing keeps happening.
