Delay after sending patrol report

I've managed to give report's reply a little delay in the MCCD mod.

Not an hour, but some seconds (time for the radioman doing his stuff) ... hey it's better than nothing, isn't it ?

^^ and that´s not the only improvement in your MCCD mod. Definitly one of the "must haves". Adds immerson with giving orders from the bridge.
