Depending on what year it is this would actually be quite realistic. There are several documented cases of early war air force and naval forces not being able to communicate directly and therefore missing opportunities to combine forces to attack. Later in the war, this was rectified somewhat although even then it was depending on the aircraft type and whether they had radio equipment that allowed them to comminicate with ships and vice versa.

At some point The devs themselves said that Aircraft (friendly and enemy) responded to all radio transmissions within range. This was supposed to be part of the U-Boat Addon for SH4 and would definitely be part of SH5. How cool would it be if this actually worked as it should?
