Not really, just a simple case of doing the math. The Soviet has something like an army of 2 million with 40,000 tanks, most of that stationed where it was a threat to Europe. The US had a lot less (its like 1.4 mil total armed forces today, Navy, Army, USAF the whole thing) but it was stationed an ocean away or part of commitments in other theaters (Korea, Japan, SEA etc.). Giving three guys in a jeep a way to wipe out a tank company would help even the odds.

Then there is Communist China, the world's most populated nation. They could probably draft an equivalent number of troops to the entire population of the US! Just think if we had these weapons in Korea? Would those Chinese human way attacks have worked?

If you are inferior in Numbers make up for it in Technology. Yea its scary but CBRN weapons are a way of achieving superiority via the Technological route.

I'd still prefer there wasn't a need for them....the other side might have them too

One of my Favorite quotes by Heinlein:
"Nevertheless, let's assume that the human race manages to.. become peaceful. What Happens?
Soon (about next Wednesday) the Bugs move in, kill off this breed which "ain'ta gonna study war no more" and the universe forgets us."
-Starship Troopers Pg. 185

As for the other side having them, I say let them. A big conventional army like the Soviets had costs a lot, building high technology weapons also costs a lot. What happens when you do both? Well... look what happened to the Soviets at the end, Chapter 11, this space for rent, under new management...

Build a doomsday bomb but keep a small army and your enemy doesn't and chooses to build a large army you risk not destroying all of your enemy's army with it. You don't build a super bomb but build a large army the reverse becomes true. You both build them and you end up right back where you started. MAD, it worked.
