It's part of the cleanup process that removes dead ships. While I've seen it happen, the amount of time they stay on/near the bottom has always been enough time for my morbid gloating.

I've had this several times, but never after a certain amount of time which would indicate some kind of cleanup process. Usually they sink and hit the bottom, but sometimes they sink just as fast, yet go straight through it.
