I have seen a mod that gives better tools for the plotting map,where is this mod?

was it by any chance this pic

If so its from raptor`s interface mod, same tools as stock just with a new (and very nice) gui.

Looks like it could be that one FM,although I DO remember seeing the tools which also looked upgraded somehow.That is a VERY nice looking GUI though

Is it compatible with GWX3 and are there any special requirements needed to install that mod?
