I can't see why USA-Russian nuclear disarmament would have anything to do with this. I mean USA still got nuclear bombs to whipe North Korea off the face of the earth.
North Korea couldn't start a world war even if they wanted to. They could start a conflict maybe, but so could rash people like you. And if we look at it in a larger perspective. USA have been involved in quite few conflicts for - to say the least - dubious reasons. So if any one would start a third WW, I it's probably gonna be the US.
