Go to the following file and open it up with a notepad or similar.

\Documents\SH5\data\cfg\Main.cfg

Change the following lines to whats shown here:

[DEVELOPING]
;Modding=Yes
;MenuEditor=Yes
;DebugScripts=Yes

To:

[DEVELOPING]
Modding=Yes
MenuEditor=Yes
DebugScripts=Yes

Now when you start the Game a dialog box will ask if you want to run the Editor.
Just select yes to run or No to run the game.
