Yes Jim, you have a good grasp on the plainly obvious! The boats look to be fleet type boats. Looks like covers on the deck guns.

Post WW2? Mare Island perhaps?

I was thinking Groton. I was certian post WW2. That many fleets in the same place during the war was not going to happen. Nice shot August!
