Ahem ... the poor OP hasn't asked for such comments, but instead for help with his request

Is there a mod that can turn the cabin lights from red to white.

More or less, yes, there are mods that change ambient lights and one of them leaves red light only in the conning tower, which AFIK is the correct thing (Watch crew spent there the last minutes before going to the bridge getting used to lower light, but the rest of the uboat worked as normal so white lights for them). Look for it in the SH3 Mods forum, Raptor created one.

If anyone could instruct me to make a hotkey mod as in SH2 I would very grateful.

No hotkey possible, I'm afraid. Just a mod that you either have installed or uninstalled.
