You may find it in gameplaysettings.cfg
However, the only reference I have found there is Limited02=true/false Obviously, until fixed, we want false. There is a second version of the .cfg file in the PublicDocuments folder where the saved games are kept. That is the one in use after starting a campaign or mission. The one in the game/data/cfg folder is just the startup file. I searched all the most likely config files but found no other references.
