That Aircraft Carrier must spawn from Plymouth node (does not matter what kind it just needs to spawn there NOT being anchored in Plymouth! So do some underater sonar check southwest of plymouth about 30-50K for a few days) not Scapa Flow (Scapa Flow node is only for those 5 armed merchants from secondary mission)
