As per Hitlers Directive #5 of Sept. 30 1939

Attacks on passenger ships, or large ships which obviously carry considerable numbers of passengers in addition to cargo, are still forbidden.

That line very much surprised me, so no shooting at ocean liners, even when they are sailing WITH a military convoy?

I only atack convoy ocean liners because they are likely to cary soldiers, I will not atack single ships because of the civilians onboard.
