I've uploaded a compatible version of MaxOptics for TMO 1.9 (plus its latest patch dated 25012010) to this forums "Downloads" section. The "MaxOptics IV for TMO 1.9" can be found HERE.
I'll have to make a thread that will include the various MaxOptics mods (and do away with the older versions) in the future. I'm calling the latest version "IV" and will update the remainder soon (the Clayp's Optics for SH4 1.4 has the latest tweaks). Seems I've got these different versions scattered about the place, so I plan to have them put in one thread for easier download. I'm going to revise the "Stock MaxOptics 3" soon, as well as a compatible version for RFB 2.

Very nice indeed as I too do not have the best vision and play on my laptop which makes ID of ships very difficult till very close. I have tried the optics out on only one patrol so far but im enjoying it very much. Again, thank you for these optics.
