You have to lock your periscope on a ship in the harbor. When the periscope is locked on the target you will get an option to photograph the ship (a button next to the lock button in the middle of the periscope).
The harbor itself seem to have no ships at all but there was two escorts patrolling the surroundings that did the job for me. Hope it helps. Happy hunting
