Does the watch crew need to be told to come back onto the conning tower after surfacing, if so how do you do it? My watch crew stays below decks following submergence.

Are you still on the initial tutorial mission or on your own now after leaving Kiel? On the tutorial they never went back on deck for me, but I was not the Capt.

Afterwards they have behaved fine for me so far

My watch crew is magically awaiting my arrival once we surface, lol. Somehow, they managed to get by me, open the hatch, and assume their stations without me noticing...
