Does not appear available for download yet but should be soon.

Ubisoft SH5 forum is in uproar..... say that if steam get it before they do they gonna spit the dummy etc.

So maybe ubi have asked steam not to enable it for download yet?

Nope, don't think so, because then, steam had time enough to set up the timer for one day more.
I think, the problem is, they don't have any price for the game added. Think they don't have it.
