Educational materials can skirt these kinds of rules with fair use. A textbook about WWII can't be sued just for putting a picture of a Grumman plane in it. Maybe some day Silent Hunter will rise to the level of educational material.

After they were designed. The military then orders them, then they are built. They don't keep thousands on hand hoping the military comes calling.
The whole process does consume tax-payers money but the designs are still patented. |
