Is it legal ? Who cares, you own the game you can put it in whatever format you like. Its like ripping cd. Is it legal to rip cd's ? No, and according to the letter of the law in certain jurisdictions you could go to jail for doing something as heinous as that. In pratice no one gives a **** what you do with your own things in your own house.

As for transfering the contents from the floppy to the pc, yes its doable.
You can create an image and then use an emulator of the c64 to play your game.
