I'm using TMO 1.7, works fine for me....
Here's my mod lineup as seen on the mod enabler thing. TriggerMaru_Overhaul_17 TMO_Hotfix_041709 MaxOptics & SCAF fix TMO1.7_41109 RSRDC_TMOv170_V411 RSRDC_V411_Patch2 OpsMonsun_V705 OMv705_to_V715A You might be correct with your assertation regarding TMO 1.9...

Your mod setup may "work", but TMO and OM to the best of my knowledge (and I just glanced at the OM thread) can not be run together. The only other mega mod that can be run with OM is RFB from what I can gather.
