I wish I knew it
 ... cracking the animations open and creating new ones is key to providing the final touch to SH3/4, specially to port the SH4 crew over to SH3. Probably someone will be able to suggest what software you need, but if you find something please keep us updated. Sorry not being able to help, I just wanted to drop two lines to encourage you to keep research on it
