If you do anchors then you would have to do harbor tugs as well. And then you would have to have the crew station the Maneuvering Watch as well. Speaking from my modern day experience we never used our anchor...for anything! We had procedures for using it, but never would have to use it. The only reason we had one was because of a Coast Guard regulation I believe. An anchor on a submarine is about as useful as a screen door on a submarine.
