If you want to be realistic, don't load externals at any other than a flat calm and only at a dead stop. Heck, if you want to be realistic, don't load internal torpedoes in bad weather unless you're very deep, and never reload during combat. Steep dive angles could make on come loose, and they do weigh about a ton. Not good for crew or the hull if that happens. But the actual advice is correct: drag the external to an internal slot (NOT directly to the tube), and wait an hour or so, because it takes that long.
