How to help UBI to create wolfpack groups?

How to help UBI to create wolfpack groups?
Please describe your ideas.

The question is not "how to create a wolfpack" (because finding convoy is only value depends from game's data and location of convoy), but...

How to realise wolpack's attack on convoy?
Should be wolfapck group realized as "real" uboots ordered by AI, or only "chance" to ship's hit / sub destroyed per every second of game?

If second answer is correct, I'm sure that wolfpack will be implemented after release date becouse it is very simple (this is only "random chance"), but f.e. the destroyers will be not search and attack "phantom uboats"...
On second side, UBI should create special AI to order real uboats... stupid AI of course (because this is standard). Stupid subs and stupid escort.

The best way is real subs for wolfpacks ordered by AI and open code of DD's and sub's AI (to upgrade it by fans or dev team) but I'm sure that is impossible - and ask dev team why...

1. Increase Game budget.
2. Delay the Game for half a year .
